Looks like texture glitches to me, could be one of many problems.
First, check Heat, like dust, overclocking etc.
second, re-install windows + update.
third, you might have some corrupt RAM on your Video card. send it back to the manufacture, for a repair, replacement or a refund.
forth, get a new Video card.
and to be on the safe side, check that you have enough memory in your pagefile/sysctem cache. delete the contents of your prefect folder (id you have one), re-install HL-2. Try the card in another computer and test it, to make sure it's the cards fault. otherwise it could be a RAM problem.
